BANKING ON INDIA POST
India's search for viable methods of creating a financially inclusive economy has a ubiquitous, albeit underutilised, ally — India Post. The world's largest postal network has over 1.55 lakh post offices, 89.76 per cent of which are in rural areas. On an average, a post office serves 7,175 people and covers an area of 21.21 sq. km, giving it a natural advantage to take financial services closer to the unbanked. A recent expert committee report makes a strong case for harnessing the Post Office Savings Bank (POSB) for achieving financial inclusion, as the reach of post offices is twice as extensive as that of all commercial banks put together. The time-tested credibility of POSBs, started in 1882, and the wide customer base of 206 million savings accounts, which held Rs. 56,369.77 crore as on March 31, 2009, make out a strong case for full-fledged banking operations for India Post. Against this backdrop, the XI Five Year Plan's proposal to set up a Post Bank of India merits serious consideration.Key policy changes are in order, however. India Post now carries out its banking and insurance operations as an agency function of the Ministry of Finance. This raises issues relating to operational autonomy. To overcome this limitation, the expert committee's suggestion that India Post should engage with the Finance Ministry to “re-examine and expand its presently limited agency function” is an important starting point. The possible start of full-fledged banking operations, including lending, will also necessitate post office banks to be governed by the country's banking laws. For now, however, India Post is striving to be in sync with the times. Its recent step to facilitate remittances by NRIs is one indicator. Such efforts need to be taken further to make financial inclusion meaningful. As the expert committee points out, the advantage of India Post taking to banking operations is that it can bring a multiplicity of stakeholders on a common platform, for instance, central and State governments, microfinance institutions and technology providers, and serve the financially excluded. The tying up of user-accounts for rural job schemes is a welcome start, and can be expanded to include cash transfer schemes that benefit the poor. The committee's suggestion that post offices open low-cost accounts and provide micro-loans strengthens the case for post offices doubling as banks. The most important determinant of how well India Post rises to its potential to emerge as a lead player in financial inclusion, however, will be the quality of services it renders to its customers.-

3. CGM, PLI

Subject: Filling up of the vacancies of Postal Assistant/Sorting Assistant pertaining to the years 2009 and 2010 by direct recruitment.

Sir/Madam,

The existing Recruitment Rules of Postal Assistant/Sorting Assistant provide for filling up 50% of the vacancies by Direct recruitment. The remaining 50% of the vacancies are required to be filled up by promotion through a Limited Departmental Competitive Examinaiton and the unfilled vacancies are to be offered to the Gramin Dak Sevaks, possessing minimum educational qualification of 10+2 pass the Recruitment Rules further provide that only those Gramin Dak Sevaks will be eligible for being considered who secure marks not below the marks secured by the last direct recruit of the relevant category selected viz. Other Communities/SC/ST or OBCS of the same year. If the vacancies still remain unfilled those are required to be filled up by subsequent Direct Recruitment from amongst other open market candidates.

2. While there was no restriction in filling up the posts by promotion through Departmental Examination, the Circles on clearance of direct recruitment vacancies of the years 2006,2007 and 2008 under the Optimisation Scheme were directed vide this Department’s Letter No. 60-16/2009-SPB-I, dated 31st August, 2009 to ensure that the direct recruitment process is finalized and results declared by 31st December 2009. Consequent upon completion of the said direct recruitment process the Circles had the information about the marks secured by the last direct recruit of the relevant category selected. It would have facilitated the Circles to take action to fill up such vacancies, which remained unfilled after holding the Limited. Departmental Competitive Examination, by Gramin Dak Sevaks. If the vacancies have still remained vacant after considering the GDS such vacancies are to be added to the direct recruitment vacancies of the years 2009 and 2010 and filled up as advised vide this Departments letter of even number dated 22nd July, 2010.

3. If any Circle is still in the process of filling up the unfilled vacancies of the years 2006, 2007 and 2008 by GDS, they may report the present status to the Directorate by FAX and simultaneously expedite the action. Such Circles while advertising/circulating (by 20th August, 2010) the number of vacancies of the years 2009 and 2010 to be filled up by direct recruitment should clearly indicate that the number of vacancies is likely to increase. The Circles without fail should complete the process of filling up the unfilled vacancies by GDS latest by 23rd October, 2010 so that the number of vacancies which might still remain unfilled may be taken into account while Short-listing the candidates to be called for written examination and computer test to be held for direct recruitment.

MACP CLARIFICATION ISSUED BY THE DEPARTMENT VIDE ITS LETTER NO 4-7/MACPs/2009-PCC dated 19.07.2010 ADDRESSED TO THE CPMG OF WEST BENGAL CIRCLE ALREADY PLACED ON WEBSITE. TEXT OF THIS ORDER IS PLACED BELOW FOR INFORMATION.

Sub: Admissibility of third financial upgradation in individual cases and West Bengal Circle.
No. 4-7/MACPS/2009-PCC Dated 19-7-2010
Please refer to your office letter No. SFA/P-32/MACPS/CO/09 dated 21-05-2010 on the subject mentioned above.
2. The issue has been examined and is clarified as under:-
The concept of pay scale has been replaced with pay band and grade pays by the Government on implementation of 6th CPC recommendations effective from 01-01-2006. Accordingly 10 years continuous service in the grade pay applies to the officials appointed to government service on or after 1-1-2006. In respect of officials already in service as on 1-1-2006 the counting of 10 years continuous service is to be done in the existing grade pay and grade ( pre revised corresponding pay scale) taken together. As such the service rendered in the grade pay includes service rendered in corresponding pre-revised pay scale/grade.
TBOP/BCR Scheme was extended to the circle office staff by re-designating the existing LDCs and UDCs as Postal Assistant. As such on the date of introduction MACPS i.e.1-9-2008, there is no existence of the cadres of LDCs and UDCs and therefore, promotions earned by the officials from PA to UDCs or LDCs to UDCs prior to re-designation is to be ignored as clarified already by the Nodal department i.e. DOP&T under the ACPS (Aug. 1999 Scheme).
A UDC conferred with two financial upgradations under the TOBP/BCR Scheme ( unique only to the Department ) such officials are entitled to third MACP only on rendering 30 years continuous service to be reckoned from the date of entry in the Government ( date of entry as UDC in the present case) or 10 years continuous service in the BCR Grade and revised corresponding pay band with Grade pay taken together which ever is earlier. However, MACPS has been given effect from 1-9-2008 only the benefit under the scheme cannot be given before 1-9-2008. Since such officials are to be considered for 3rd MACP only in accordance with terms & conditions of the scheme. The same is to be allowed straightway on fulfillment of terms and conditions of the scheme.

Surrendered posts in TBOP/BCR Restored-

20% SUPERVISORY POSTS & 6% OPERATIVE POSTS SURRENDERED FOR TBOP/BCR ARE RESTORED
The Department of Post has now clarified that reduction of staff earlier implemented as matching savings for implementation of TBOP/BCR promotions stands withdrawn from 01.09.2008.After switching over to MACP from TBOP/BCR promotions, we are persuading the Department either to revive the posts or adjust the same at the time of cadre restructuring. Now the Department has issued orders for revival of the surrendered posts and it will certainly be helpful for cadre review proposals. The Postal Board’s action is highly appreciated. We fervently appeal the Secretary to restore the charge Allowance and other allowances, which we surrendered at the time of implementation of TBOP Scheme during 1983.The copy of the Order is furnished below.

Copy of letter No. 25-5/2010-PE.I dated 19.07.2010

Department of Posts

Sub: - Reduction of staff under TBOP/BCR schemes stands withdrawn w.e.f 01.09.2008

consequent upon implementation of MACP.The undersigned is directed clarify the position in respect of reduction of staff under TBOP/BCR schemes w.e.f 01.09.2008 during periodical Establishment Reviews consequent upon implementation of MACP and withdrawal of TBOP/BCR Schemes as under:

“Consequent on implementation of time Bound One Promotion (TBOP) Scheme and Biennial Cadre Review (BCR) Scheme, Department of Posts had imposed cuts of 5% in operative staff and 15% in supervisory staff w.e.f 30.11.1983 under TBOP Scheme and later on, additional cuts of 1% in operative staff and 5% in supervisory staff were introduced w.e.f. 01.10.1991 under BCR Scheme. These cuts were introduced as measure of matching savings to offset the financial implications on account of grant of financial upgradations to staff and for obtaining additional productivity. The number of posts reduced under this matching savings/productivity provisions were kept in view at the time of periodical reviews or establishment of augmentation proposals.

The said TBOP and BCR Schemes have now been withdrawn w.e.f 01.09.20087 consequent upon implementation of Modified Assured Career Progression Scheme (MACP). Consequently, the number of operative/supervisory posts existing as on 01.09.2008 will be taken into consideration for the purpose of periodical reviews or augmentation proposals of Post Offices establishment. Thus, provisions relating to reduction of staff under TBOP/BCR Schemes stand also withdrawn w.e.f 01.09.2008.”
