Merger of two associations- welcomed by different circles-

Decision of Merger of Indian Postal SBCO Staff Association & All India Postal SBCO employees Association welcomed by the different circles office bearers of SBCO associations. The steps taken for status & Identity of SBCO cadre by the General Secretaries of both associations has created hopes in the staff of SBCO.

Result of this in Delhi Circle AISBCE union Members joined the decision taken by the Indian Postal SBCO Staff Assn in a common meeting held at Delhi and decided to join in this new emerged SBCO association. The same decision has taken in Gujrat & U.P. Circle by 2/3 regions SBCO Staff.

It is the feeling of the staff that they will survive if SBCO will survive and this time only it can be possible if we will be united. So think of the call of time and unite for SBCO 's survival & better , Secured future.

MERGER OF INDIAN POSTAL SBCO & ALL INDIA POSTAL SBCO EMPLOYEES ASSOCIATION ONLY FOR SAVING SBCO CADRE- SUPPORT OF ALL CIRCLES EXCEPT CHENNAI.

Dear Friends,

Decision of Merger of both SBCO associations is taken after discussion & full awareness about the present policies of the Federations & Department. Recognition to save SBCO Cadre is necessary to stand for SBCO issues. For this purpose all Circle secretaries of Indian Postal SBCO Association have supported CHQ Decision. All Circle Secretaries are busy with Verification Process. This is clear fact that without any support from any other federations Indian Postal SBCO has secured 14.7 % membership in Which U.P. Bihar, Delhi , Gujrat , M.P.,H.P., Maharastra,A.P., N.E. , Punjab, has played important role and maximum Membership for Association with believing activities of S.P.Kulkarni Only. Association was kept deprived only by 8/9 members at all India level. Figures were rechecked 3 times under RTI but information till this date cannot be cleared by the DTE. As per our figures we have crossed more than 18% percentage. But for this issue no any federation helped this cadre. But our services are used for developing federation with other 3/4 cadres. Not proper attention given on SBCO cadre by the FNPO leaders. Not a single meeting for SBCO issues arranged in 3/4 years at DTE level. Not a single reply received on the issues presented through Secretary General FNPO till this date from DTE. Affiliation issue with FNPO is not final, but it was to be decided after the Recognition of the associations. All Circle secretaries of Indian Postal SBCO Staff Associations were disappointed due to non cooperation of P-3 office bearers in all Circles and negligence by the administration while working with FNPO. So it was firm decision from all circle secretaries to work separate/ independent as before. Another view in this issue was it was difficult to work further without recognition. It is our experience that since 15 years we are habitual about this fact that we are non recognized. However we are with all India Unions in all issues and policies with all other unions/ federations with our firm policy. So called AISBCE union is not any where in such all India issues and policies . Considering the importance of recognition it is worked out that if 3 unions will fight for recognition then silent AISBCE union will be benefitted and will get recognition as before. So the decision of merger of both SBCO associations were taken in the meeting of high level leaders of both associations. In 22 circles 20 circle secretaries of INDIAN POSTAL SBCO Staff Associations are authorized as CIRCLe Representatives in new emerged association in this verification process and they have started their work on war put basis for submission of declarations with firm determination so as to get number one position in SBCO cadre under the new Emerged name of SBCO Association as "ALL INDIA POSTAL SBCO EMPLOYEES ASSOCIATION" after the merger of INDIAN POSTAL SBCO STAFF ASSOCIATION & ALL INDIA POSTAL SBCO EMPLOYEES ASSOCIATION on only one issue to save SBCO CADRE & its identity as internal AUDIT with getting Recognition at Sr. No. one position.

One Circle secretary S.Samandhan PA SBCO Chennai from Tamilnadu only is not agree for this merger issue. We can understand his faith in FNPO. He is not basic founder member of this Indian Postal SBCO staff Association. He is loyal to FNPO. We honor him for his feelings. But we are bound for SBCO cadre only. we care about identity & safe future of SBCO and it can be saved only after recognition for which such decision at All India level is taken. The results will prove the facts.

It is our appeal to the concerned that we are not interested in the dirty union politics. Only we will take care of SBCO cadre. All SBCO Circle Secretaries are with S.P.Kulkarni who is fighting for SBCO cadre since 15 years without any assistance. I worked with FNPO with full honesty but at the same time SBCO's issues neglected by the federation(FNPO). The result of 3/4 years all circle secretaries except S.Samanthan Chennai came to conclusion that they will not get justice from FNPO so they compelled to review our decisions at all india level about our affiliation. considering all other aspects the merger of both associations is taken up. The decision of merger taken by all high level leaders and as General Secretary of Indian Postal SBCO Staff association(FNPO), I have signed the agreement along with President of the association.

It is the fact that at this stage there is no any affiliation at present with FNPO as it is enlisted in verification process in the name of "Indian Postal SBCO Staff Association( FNPO) as per suggestions to avoid confusion in names of the association There is no any reference from this FNPO as it is affiliated with FNPO. but now there is no any confusion as these two SBCO associations are merged as New Emerged name"ALL INDIA POSTAL SBCO Employees Association". So there is no question of appeal to stand with S.Samadhan Chennai for Indian Postal SBCO staff Association as appeal made by the Secretary General FNPO. Federation cannot involve in this issue . It is issue of two SBCO associations and it is decided to merge for SBCO's better future . Hope that they will not interfere in SBCO cadre let us solve our issues on our strength.

Dear friends avoid confusion, join us by accepting membership of "ALL INDIA POSTAL SBCO EMPLOYEES ASSOCIATION "to prove our position at number position in SBCO cadre and prove that we will not tolerate any interference in our policies in SBCO cadre.

Decision of Merger of INDIAN POSTAL SBCO STAFF ASSOCIATION & ALL INDIA POSTAL SBCO EMPLOYEES ASSOCIATION - Demand of Time for SBCO's Survival.

Dear Friends ,

SBCO cadre is very small having near about 3800 Staff at all India level. In such small cadre three unions are facing Recognition process through Verification. AISBCE Union ( recognized union) is getting advantage of Recognition since 1997 without any functioning at all India level & in all India Policies. Issues like TBOP/ BCR / 6Th CPC, anomaly Committee and Court issues of Staff in all issues only Indian Postal SBCO Staff Association has encouraged the staff with joining at All India Federations with bargaining for SBCO issues without any personal interest & Benefits. What we achieved is in-front of the SBCO Staff of all India. We have accepted every thing to save interest of SBCO cadre. Since 1997 due to different Court cases this association is kept deprived by the Department though we have got more than 15 % membership as second recognized association. Without Recognition it is very difficult to keep functioning at this time. AISBCE union is only making issue of UnRecognized position of this Association. But our SBCO staff is well aware about the functioning of this association & spirit about SBCO's Cadre. Support of SBCO Staff for our strong policies & efforts in all cases at every level are admired & supported by all in this 15 years. Hope the same faith & support in future too about the policies & action taken in the decision of merger with other ALL INDIA Postal SBCO Employees Association.

The Decision of Merger of both SBCO Associations is taken only to save the interest of SBCO Cadre. The Recognition is most essential at this time to put up our policies as Maintaining identity of SBCO as Internal Audit, to Stop merger with Operative cadre but joining /merger with DAP under Accounts Officers at Regional level under control of DAP as per our efforts & commitments made earlier, we are bound for that. Efforts are made by us at every level . But we need recognition at Departmental Level so that we may work effectively to save our identity and better secure future for SBCO Staff.

Being 3 associations in such small cadre it was very difficult to get recognition required percentage membership for two associations as it may distributed which will be benefited to the AISBCE recognized union which is running only on paper due to recognized status. So after high level meeting & discussion & deep thinking it is decided to merge both INDIN POSTAL SBCO STAFF Association & ALL INDIA Postal SBCO Employees Association for this Verification Process in this verification Process to save SBCO Cadre in this critical situation and for our constructive policies regarding SBCO staff. We are bound to save future & better status as before to SBCO staff. No doubt you will agree with our decision taken in the interest of SBCO staff and support us with accepting membership of the new Emerged SBCO Association as - ALL INDIA POSTAL SBCO EMPLOYEES ASSOCIATION after agreement of both associations on 25th Feb. 2010. New Circle level Representatives list is issued to all Circle heads for submission of Declarations in the verification process. After Verification process in June 2010 common General Body Meeting ( CWC) will be held to elect new CWC for this Strong SBCO association. So all SBCO staff is appealed to fill Declarations Forms Of ALL INDIA POSTAL SBCO EMPLOYEES ASSOCIATION.

Keep Contact with Divisional/ Regional /Circle Secretaries of AIPE union-P 3 and follow the instructions given by them. By joining us with this decision to support us for survival of SBCO Cadre because only Recognition can save us and our future unless we will be finished. this is last chance for SBCO cadre to fight for our survival. HISTORIC DECISION MADE TO MERGE TWO UNIONS OF SBCO STAFF FOR CREATING A FIGHTING UNITED ASSOCIATION OF SBCO EMPLOYEES TODAY

MERGER OF OUR INDIAN POSTAL SBCO STAFF ASSOCIATION WITH ALL INDIA POSTAL SBCO EMPLOYEES ASSOCIATION

My Dear Colleagues - A new and historic decision has been taken by our organisation today. Myself and the CHQ President of our Association Shri.N.Kalinathan with other Office Bearers had a special meeting with the General Secretary and CHQ President of All India Postal SBCO Employees Association Comrades Asit Das and S.Appanraj in New Delhi. The basic idea of the special meeting is to find out ways and means for having a fighting united organisation for protecting the basic interests of all SBCO Employees and Staff.

The Meeting took into consideration that unless our two organisations merge together and function as a single entity, it will be impossible to create a stronger trade union association for our cause. This is the aspiration of the basic membership also.

With this task in mind, and in an atmosphere of mutual good will and accommodation, the leaders of both the SBCO Organisations came to the decision to merge our both Associations and henceforward function under the banner of "All India Postal SBCO Employees Association".

It is also unanimously resolved that all SBCO employees would be approached jointly by us to get their signature in favour of "All India Postal SBCO Employees Association" to win Government Recognition in the ongoing process of Re-verification. We all know very well that the interests of the SBCO Employees can be well protected only if our organisation enjoy Government Recognition.

It is also unanimously decided that within one month of the finalisation of the Re-verification process, the All India Conference will be convened and a unanimous team of Office Bearers will be elected with the representatives of both the SBCO Organisation as per the understanding reached in the meeting.

The Joint Declaration and Circular signed by the General Secretaries and CHQ Presidents of both the SBCO Associations is placed above for information and guidance of all.

We therefore request all our members to ignore our earlier directions and decisions for Re-verification. We also request all our Circle leaders to start obtaining fresh Membership Declaration forms in favour of "All India Postal SBCO Employees Association". The Authorised Office Bearer to sign the Membership Declaration Forms is also given above. Kindly keep contact with the Divisional / Circle Secretaries and Office Bearers of NFPE AIPEU Group 'C' Union [NFPE P3]for necessary guidance and assistance.

APPEAL FOR MEMBERS/OFFICE BEARERS REGARDING VERIFICATION PROCESS.

INDIAN POSTAL SBCO Staff Association (FNPO)

Re Verification Process- Submission of Membership regarding:-

1) Declaration forms with Signature of Director (SR) are put up in the Website .Down load it from Blog- www.ipsbcostaff.blogspot.com with link website- www.fnpo.org.in

2) In Declaration forms name of association as – Indian Postal SBCO Staff association (FNPO) Monthly subscription of Rs. 20/- to be noted in Declaration forms.

3) Authority letter is used by one of the official for one division, it is sent h/w fill name of official as Association Representative. Keep it with you. Its copy is to be submit to Divisional heads along with all other declaration forms with forwarding letter in 5 Copies( Copy of letter to submit to the Divisional heads is sent h/w. use its Photostat / Xerox copies 7 then sign on all letters)

4) Authorized Association Representative must Submit Declaration forms to the Divisional Heads on or before 26.4.2010 along with list of members in 5 copies along with declaration forms & authority letter copy under receipt.

5) Lists will be kept on notice board by the Divisional heads from 27.4.2010 to 30.4.2010.

6) If any double membership or dispute for the membership it is sort out by the divisional heads after getting its guanines from the member up to 6.5.2010.

7) Recovery of subscription by the DDO’s ( Postmasters) in Salary of May 2010 on 31.05.2010.

8) Association representative must ensure about conformation of membership submitted, accepted by the Divisional heads and its recovery from salary. He must sent the list of membership to the Circle Secretary or to the General Secretary. He may collect Subscription recovered from members through DDO’s for credit to Circle Secretary/ Treasurer or General Secretary after adjusting the expenses in this issue.

Appeal for Membership:-

1) This Association is functioning since 1996-97 verification process but Recognition issue is under Court cases again & gain till this date. Even after such hard situation this CHQ is maintaining its position at Delhi/CHQ level in all India issues in policy matters.

2) Participation in 6^Th PAY Commission , its interviews, Approach to the anomaly committee.

3) To stop merger of SBCO since 2002 and to maintain its identity as Audit with DAP proposal.

4) Different court issues and its implementation, assistance to the affected officials in disciplinary cases.

5) Tours & visit to all circles with attending meetings with all authorities for SBCO’ issues to solve all cases at all levels with cooperation of all unions/ federations due to our firm policy & efforts are giving better results for SBCO’s We can save our staff without recognition , but with struggling at all levels.

6) On other Side so called Recognized AISBCE Union is working for handful staff at head quarters and only saving the interests of the handful staff.

7) Only issue of recognition is highlighted again & again to hurdle our activities at all levels.

8) This AISBCE union is failed to save interest of the SBCO staff. It has no submitted its Memorandum to 6^th CPC , not involved / approached to the Anomaly committee. No Union periodical meetings since 4 years at Delhi. Only personal issues as Transfers of office bearers with pressures at circle head quarters for personal interests.

9) Merger of SBCO under the project arrow program , utilization of SBCO for RD Data feeding is due to this union as Is General Secretary was on Deputation to DTE Delhi for Core Banking for his personal interests . He was using his Chair/ Portfolio for his own interests without saving interest of the Staff. After complaints of this association his Deputation is Cancelled and now Willingness are called to work at Delhi for developing Core Banking.

10) Against this association has put up the Proposal to the Department to keep SBCO as internal Audit, under the Technical control of AOICO/ Regional Authority with no responsibility of RD DATA feeding but to use SBCO staff as Spot Audit. Considering all above it is necessary to unite us for our Survival & to maintain our identity as internal Audit . So to support this issue appeal to all to accept membership of INDIAN POSTAL SBCO Staff Association (FNPO) only and support our policy at CHQ/ Delhi level.
