HISTORIC DECISION MADE TO MERGE TWO UNIONS OF SBCO STAFF FOR CREATING A FIGHTING UNITED ASSOCIATION OF SBCO EMPLOYEES TODAY


MERGER OF OUR INDIAN POSTAL SBCO STAFF ASSOCIATION WITH ALL INDIA POSTAL SBCO EMPLOYEES ASSOCIATION
My Dear Colleagues - A new and historic decision has been taken by our organisation today. Myself and the CHQ President of our Association Shri.N.Kalinathan with other Office Bearers had a special meeting with the General Secretary and CHQ President of All India Postal SBCO Employees Association Comrades Asit Das and S.Appanraj in New Delhi. The basic idea of the special meeting is to find out ways and means for having a fighting united organisation for protecting the basic interests of all SBCO Employees and Staff.
The Meeting took into consideration that unless our two organisations merge together and function as a single entity, it will be impossible to create a stronger trade union association for our cause. This is the aspiration of the basic membership also.
With this task in mind, and in an atmosphere of mutual good will and accommodation, the leaders of both the SBCO Organisations came to the decision to merge our both Associations and henceforward function under the banner of "All India Postal SBCO Employees Association".
It is also unanimously resolved that all SBCO employees would be approached jointly by us to get their signature in favour of "All India Postal SBCO Employees Association" to win Government Recognition in the ongoing process of Re-verification. We all know very well that the interests of the SBCO Employees can be well protected only if our organisation enjoy Government Recognition.
It is also unanimously decided that within one month of the finalisation of the Re-verification process, the All India Conference will be convened and a unanimous team of Office Bearers will be elected with the representatives of both the SBCO Organisation as per the understanding reached in the meeting.
The Joint Declaration and Circular signed by the General Secretaries and CHQ Presidents of both the SBCO Associations is placed above for information and guidance of all.
We therefore request all our members to ignore our earlier directions and decisions for Re-verification. We also request all our Circle leaders to start obtaining fresh Membership Declaration forms in favour of "All India Postal SBCO Employees Association". The Authorised Office Bearer to sign the Membership Declaration Forms is also given above. Kindly keep contact with the Divisional / Circle Secretaries and Office Bearers of NFPE AIPEU Group 'C' Union [NFPE P3]for necessary guidance and assistance.
I on behalf of all CHQ Office Bearers express our sincere and hearty thanks for all the co-operation rendered by our members to our Association during the past years for which i am always indebted to all of you. I also express my confidence that you will continue to stand with the decision for functioning with a united Association under the name of "All India Postal SBCO Employees Association" for marching ahead towards a stronger Association under the Banner of the historic Federation "National Federation of Postal Employees" [NFPE]

APPEAL FOR MEMBERS/OFFICE BEARERS REGARDING VERIFICATION PROCESS.

Re Verification Process- Submission of Membership regarding:-
1) Declaration forms with Signature of Director (SR) are put up in the Website .Down load it from Blog- www.ipsbcostaff.blogspot.com with link website- www.fnpo.org.in
2) In Declaration forms name of association as – Indian Postal SBCO Staff association (FNPO) Monthly subscription of Rs. 20/- to be noted in Declaration forms.
3) Authority letter is used by one of the official for one division, it is sent h/w fill name of official as Association Representative. Keep it with you. Its copy is to be submit to Divisional heads along with all other declaration forms with forwarding letter in 5 Copies( Copy of letter to submit to the Divisional heads is sent h/w. use its Photostat / Xerox copies 7 then sign on all letters)
4) Authorized Association Representative must Submit Declaration forms to the Divisional Heads on or before 26.4.2010 along with list of members in 5 copies along with declaration forms & authority letter copy under receipt.
5) Lists will be kept on notice board by the Divisional heads from 27.4.2010 to 30.4.2010.
6) If any double membership or dispute for the membership it is sort out by the divisional heads after getting its guanines from the member up to 6.5.2010.
7) Recovery of subscription by the DDO’s ( Postmasters) in Salary of May 2010 on 31.05.2010.
8) Association representative must ensure about conformation of membership submitted, accepted by the Divisional heads and its recovery from salary. He must sent the list of membership to the Circle Secretary or to the General Secretary. He may collect Subscription recovered from members through DDO’s for credit to Circle Secretary/ Treasurer or General Secretary after adjusting the expenses in this issue.
Appeal for Membership:-
1) This Association is functioning since 1996-97 verification process but Recognition issue is under Court cases again & gain till this date. Even after such hard situation this CHQ is maintaining its position at Delhi/CHQ level in all
2) Participation in 6Th PAY Commission , its interviews, Approach to the anomaly committee.
3) To stop merger of SBCO since 2002 and to maintain its identity as Audit with DAP proposal.
4) Different court issues and its implementation, assistance to the affected officials in disciplinary cases.
5) Tours & visit to all circles with attending meetings with all authorities for SBCO’ issues to solve all cases at all levels with cooperation of all unions/ federations due to our firm policy & efforts are giving better results for SBCO’s We can save our staff without recognition , but with struggling at all levels.
6) On other Side so called Recognized AISBCE Union is working for handful staff at head quarters and only saving the interests of the handful staff.
7) Only issue of recognition is highlighted again & again to hurdle our activities at all levels.
8) This AISBCE union is failed to save interest of the SBCO staff. It has no submitted its Memorandum to 6th CPC , not involved / approached to the Anomaly committee. No Union periodical meetings since 4 years at
9) Merger of SBCO under the project arrow program , utilization of SBCO for RD Data feeding is due to this union as Is General Secretary was on Deputation to DTE Delhi for Core Banking for his personal interests . He was using his Chair/ Portfolio for his own interests without saving interest of the Staff. After complaints of this association his Deputation is Cancelled and now Willingness are called to work at
10) Against this association has put up the Proposal to the Department to keep SBCO as internal Audit, under the Technical control of AOICO/ Regional Authority with no responsibility of RD DATA feeding but to use SBCO staff as Spot Audit. The Saving Bank Control Organization functioning under Department of Posts having nature of work as internal Audit & accounting as per Provisions & Approved Saving Bank Control Procedure By the Ministry of Finance over Post Office Saving Bank Business. As PO Saving Bank is working as Agent For Ministry of Finance. The Staff of SBCO is controlling this Post office Saving Bank Business through its Prescribed Checks & Agreements of various categories as per Rules & Regulations framed by the Ministry of Finance. The Role of SBCO Staff is as CUSTODIAN of the Govt. & Public Money and working as Watch Dog over PO Saving Bank Business. For convenience this section is brought under the Control of PO Operative Staff. However the nature of work is not changed yet.
But at present under the name of computerization & Project arrow program different software’s and schemes are introduced which are not following Rules & Procedures but as Trial. The required Reports & Checks cannot be performed by such software’s but resulted into the lost of Control over Day To Day Routine work of PO Saving Bank. Even Postal Local Operative Authorities are not interested to carry on checks & agreements by the SBCO and its control over their work . But the SBCO staff avoiding its own work is utilized for Data feeding i.e basic work of transactions posting which is operative work not performed by the PO Saving Bank Staff. The importance of internal Checking & Auditing for submission of periodical Returns, Statistical to DAP for finance ministry is not given importance by the Postal Operative Authorities. The required statements Reports can only submitted after completion of SBCO’s routine work. This can be performed only after submission after completion of Day to day business by the PO Saving Bank branches to SBCO for onwards submission. SBCO after carrying its checks & accounting can put up the required reports for onwards submission to DAP’s. The negligence towards SBCO’s Controlling and Checking work is causing pool for the mis approciation / frauds at every corner of
In routine work no rules & regulation as per Saving Bank Control Procedure followed but same Rules , Lapses are pointed out and staff is being punished by the same rules & procedure. The Postal Authorities are playing game with the Staff under the name of Computerization & Project arrow programs. Postal; operative Officers as SP/SSP/DPS/PMG/CPMG orally compelled to work violating the Procedures to the SBCO staff neglecting their own entrusted work as internal Audit & Checking. But not a Single officer is held responsible for any frauds or loss.
It is requested to stop such violation of Rules & Regulation & Procedure adopted by the Min.Of Finance. The importance of internal Audit & Checking by SBCO Staff must not be neglected or interfered by the postal operative Authorities. The SBCO staff utilized for operational work avoiding its own work may be avoided strictly as it is creating fields for mis approciation and frauds for the operative staff due to lack of internal check & audit by the SBCO staff.
This is a matter of fun that this SBCO staff is supposed to keep control over Post office Saving Bank Work on the Operative Branches through prescribed Procedure laid down and approved by the Finance ministry but the same staff is brought under the same operative authorities. Then how effective control is expected from this staff? How they can perform their entrusted duties honestly? This is great joke on whose routine work this section is supposed to be keep control through its prescribed checks approved by the Ministry of Finance for the Finance Ministry is kept under the same Authorities ( Operative Authorities as SP/SSP/ DPS /PMG Etc). For proper control it is not fair.
To avoide all these & for proper controlling over Post Office Saving Bank this SBCO section under Dept of Posts must be bring under the Technical Control of Director of Accounts Postal (DAP’s) which is now under control of Secretary (Post) since Sept 2009 under Sr. Accounts Officers at Regional/ Circle Level only.
Considering Necessity of internal Audit the identity of SBCO may be maintain with proper action in this regards with merger or under control of DAP’s ( Sr.Accounts Officers) in the interest of the common depositor & staff by avoiding violation of the procedure by the local Operative Authorities as SP/SSP’s/DPS/PMG/CPMG/& DTE level officers to follow the Rues & regulations approved /adopted by the Ministry of Finance.

Be Ready for Verification Process- For Recognition.
In last process we have to face problems of identical names unions in SBCO cadre. Also Duplication of membership was great problem.
1) Association name is not correctly mentioned by some C/s circles, Membes. It must be highlighted cleatrly. Keep the name of Association as -
INDIAN POSTAL SBCO STAFF ASSOCIATION (F.N.P.O.) -----in forms which will be supplied for submission to the DDO's.
2) We need to appoint our SBCO Divisional Authorities to collect and submit forms to DDO's. All circle Secretaries are requested to collect names of Divisions and one representatives from one division as division representative's.
3) We need to appoint Regional Secretaries in All Circles.
4) Circle Secretary must prepared and sent List of Circle CWC committee to CPMG, PMG SSP's to authorized ACS & Division heads & to General Secretary so to authorized Circle Sectary for Circles.
5) All Circles Secretaries must follow & study in details the procedure for verification process .
6) Keep in contact with CHQ. Only our association is trying for saving SBCO Staff and its identity. We are apposing merger of SBCO but we will put it up as internal Audit & internal Stastical Branch only under different Technical Authority as AOICO.
7) For oll our proposal are accepted by the Department as above. Only This only our association has constructive and perfect proposal which are under consideratio of the Department, Mn. of Finance etc.
8) Lastly to save SBCO & its identity we are following firm policies and we keep firm determination to get it. Only staff support is essential for it.This is chance for us to prove our policy is strong and supporting to maintain our identity & status.
Brief of Kolkata & delhi Tour -
A meeting on SBCO's issues along with Shri. Samir Chanda Ex General Secretary All India SBCE Union ( So Called Recognized) & discussioons with Shri.Asit Das All India SBCE Association (NFPE- Union) at Kolkatta proves failure of So called Recognized SBCO union about his role in Core Banking proposal of merger and shouldering responsibilities on SBCO's for DATA Authentication. All are interested to keep identity of SBCO staff. But role and working of J Sukumar General Secretary AISBCE union in the favor of administration postal side and utilization of SBCO staff for postal operative work condemned by the all. This issue is of most importance wheather identity must be maintain or not? what must be the role of us in present situation when all big bosses of all unions are frustrated by the present policy of the Postal Authorities? At present all is going on as trial & error methods. But Minor staff of SBCO along with Postal Staff is being threatened by the local all authorities under so many oral proposals under Project Arrow Schemes. All violating th Rules & Procedures without considering any staff shortage, work load ,quality of work etc.
It is out come of the discussions that there is no alternative except to unite and work under one policy to Save SBCO & to maintain its identity. The proposals of this association about Project Arrow and about maintaining its identity are effective only in this situations. From beginning we have constructive proposals on every issue. Since TBOP/BCR issue , merger in 2002 issue and now we have apposed for every irregularity & tried to get favor from every issue for SBCO.
At this time also we are the first to oppose to local orders under Project Arrow program and about its implementation. We are supporting Project Arrow but on constructive policies only. We are trying to save staff interests & SBCO's identity with bargaining with Administrative side. It is our badluck that our Staff being small in number is not taking it seriously about their future.
It is desired by all above that we must unite for our survival and to save our staff from huge recoveries, punishments, suspensions for minor mistakes in the procedures which is not followed by the officers in routine work but used to participate SB/SBCO staff for actions.
We hope SBCO staff will consider and think over the present policy of the Department & Govt and we expect the support of all for our efforts to save SBCO's identity with supporting us strongly to strengthen our hands.
Meeting With DDG(FS) Shri. A.S Kashyap - on 3rd proposal of CBS & Role of SBCO discussed. without correct reports & different work positions in different circles/ regions/ divisions Departments policy about CBS , under project arrow program with outsourcing for updating data of RD/MIS /SCSS discussed. It is accepted that they have no any firm proposal of merger of SBCO and for Data update.But it is necessary.
It is pointed out that V2SBCO software is not discontinued as Sanchay Post (SBCO Modue) is under development at Chennai Computer center. Now it is upgraded as per our suggestions . It will be handed over for study group. after satisfactory reports it will be implementated. We will go through its details & proper action will be taken as it satisfy the all provisions as V2SBCO software which we have pointed out for changes in Sanchay Post (SBCO Module) for SBCO. SBCO will only in SBCO module of Sanchay Post as V2 SBCO. For one software it is developed.
There will be No merger of SBCO. DDG(FS) asked for suggestions for updating RD Data. Our side assured firm proposal for it recently we will put proposal for it. The intention of this proposal to stop present wrong working policy & to save threatening / Harassment of the staff with violation of Rules. Avoding double working, extra working in the present provisions the proposal will be put up to the Department for RD Data Updating balances & to Keep SBCO's Control as Internal Audit, Controlling Section only. DDG(FS) assured to cooperate if such proposal given by the association side , it will help the Department to overcome this issue in Core Banking.
JCA Meeting on 4th Feb.2010 :- NFPE / FNPO all General Secretarties met at 5 P.M T-24 FNPO CHW for plan of action against the Departmental Policies for not following agreements made with Staff Unions & Violations issue which is presented by this Association about Project Arrow program earlier. Decided to pointed out to the Govt/ Ministries concerned with strong feelings of Employees for improvement of role of the Department and warning about strong agitation program by all unions in coming days. Letters with signs of all GS dispatched to all Concerned Minitsries.
Departmental Anomaly Committee Meeting - 5Th Feb 2010- Report submitted by this association for SBCO anomalies to the Chirman DAC, And Secretary Staff Side Shri. K.V. Shridharan - it is assured that the down gradation of SBCO staff staff will be looked into in the cadre restructuring by Department.It will be looked into that its identity may be maintained. Thanks for the cooperation & interests shown by these in SBCO's issue. We hope they will keep their word and save the interest of the SBCO staff.
