Annual direct rucruitment for 2006 & 2007- 5190 posts sanctioned
Annual Direct Recruitment for the years 2006 & 2007 - Total 5190 posts sanctioned.
Members may be aware that the CHQ has been pressing the department to fill up the ADRs for the years 2006-2007 when the department issued ADR for the year 2008. The Department of Posts had taken up this issue with the DoP&T for revival of the posts for the year 2006 and 2007 and the DoP&T approved the same. Now. totally 5190 posts are sanctioned under the ADR plan for the years 2006 & 2007. The Department will apportion posts cadre wise and is expected to issue orders next week.
The CHQ urged the Department now to fill up ADR vacancies for the year 2006, 2007, 2008 and even for this year 2009 in one recruitment in the coming months. Members may please note that for the year 2009 all the vacancies can be filled up whereas for other years only 1/3rd posts can be filled up.

Modified ACP- implemention regarding-
Modified ACP orders for Postal Employees are under preparation. The DDG informed us that the orders will be a comprehensive one with full details of fixation models for different categories and that is why the preparation is taking some time. After the orders are prepared the same will be submitted to the consent of the JS&FA and then orders will be issued by the Directorate for implementation. Contrary to the earlier information, the DDG [Estt] asserted that there appears to be no need to submit the orders for approval of the DOPT and clearance by JS&FA would be sufficient. It is expected that another 15 days may take for finalization of the orders and we can expect the same to be issued next month.

The Postal JCA of NFPE and FNPO Federations call upon the entirety of Postal Employees to organise a massive Dharna jointly under the banner of Joint Council of Action on 29.06.2009 at the level of Divisions / Branches for calling the attention of the Department of Posts to the following burning issues. As far as the Delhi Circle is concerned, there shall be a massive demonstration in front of Dak Bhawan during lunch hour on 3.7.2009, the first day of Budget Session of Parliament. Cancel the order for compulsory pay disbursement through bank cheques and direct credit system.
Re-fix the eligibility for OTA proportionately to the 6th CPC wage level and clear all pending OTA bills.
Re-fix the wages of all Casual labourers and Part Time Contingent / RRR employees on the basis of the 6th CPC wages.
Grant Child Care Leave to all eligible Women Employees.
All our Divisions and Branches are called upon to take the programme call very seriously and mobilise our full strength behind the call.

Violation of procedure in PO's SB/SBCO branches by the Diefferent orders from DTE & actions for non following procedures in Diffeent circles.

Sub :- Violation of procedure in P.O. Saving Bank work /SBCO procedure by the DDG(Technology) & DDG (F/S) branch and actions for non following procedures in different circles by concerned officers.
Respected Madam / Sir,
It is observed and reported by the circle branches of all circles that local authorities are following instructions issued by the DDG (Technology) and DDG (F/S) branch under the name of plan targets & under project arrow program to cope up the pending work of PO Saving Bank in SB/ RD/ MIS & in SBCO branches. It is not following the approved procedures & Rules and Regulations on the subject. Different software’s used for working in Saving Bank & SBCO which are not as per approved procedures and rules on the subject and not meet with the procedure to put up proper reporting as per provisions according to the Departmental procedure. However work is compelled by the local heads as SP’s /SSP’s / DPS’s / PMG’s/ CPMG’s vide following the instructions by the DTE to prove the targets.
However for any mistakes or fault the staff / employee performing the same work as per their directions are held responsible for the fault detected. More over the staff has to face disciplinary actions up to suspensions, huge recoveries, stoppage of increments for not performing the same work as per Rules & regulations & procedure laid down , approved by the Department of Post & Postal Board in the same issue.
At the same time the IP’s /ASP’s / SPO’s/ SSP’s who are visiting the BO’s/ S.O’s/H.O.’s for inspections, Visits again & again with expenditure of TA /DA who are supposed to check the working of the PO branch for RD / SB/ MIS work but they are not considered for such loss , fault detected in PO’s. Only the common employee is targeted for completion of work with violating the procedures, Rules & regulations approved by the Postal Board & Finance ministry and again he is targeted for actions by the same authorities for lapses & faults in the same working.
Considering the facts you are requested to look into the matter not to involve the employee in disciplinary cases when he has worked for plan target or project arrow program vide directions of the local authorities as SP/SSP/DPS/PMG/CPMG orders. Otherwise any violation of rules, Regulations & procedure laid down should be strictly avoided by all. Staff should not be compelled for violation of procedures. If so instructions may be issued to all concerned to stop violation of procedure laid down by the Department / Finance etc. in the routine working of P.O. Saving Bank & in SBCO branches.

Seniority benefit to UDC's/Considering placement under TBOP/BCR in respect of SBCO staff.
Issue of Implementation of Kolkatta CAT O.A. No- 1148/2003 dtd 16.8.2004 & hyderabad CAT O.A No- 701/2006 dtd 24.11.2006 for seniority /Pay protection against their juniors was taken up by this association only vide references published through this blog time to time.
Recent reference No- SBCO /FNPO /09 dtd 2.6.2009 vide its previous references is on this blog elsewhere.
The latest development in the issue is informed by the concerned Establishment branch, PE-I section that in this case Report from Kolkatta CPMG about the implementation of CAT order for Kolkatta PLI & SBCO Staff is called for. After receving the report positively the same order will be made applicable to all SBCO Staff in all circle as proposed by this association.

According to learned counsel for the petitioner, the said communication dated 17th April, 2009 was not sent to the petitioner – association and when petitioner-association came to known about the same, the petitioner-association requested the Chief Post Master, Rajasthan, Jaipur for giving copy of the communication Annex, P/4 dated 17th April, 2009 vide letter dated 12th May, 2009. On this request, the communicated dated 17th April, 2009 was given to the petitioner-association and the petitioner-association by his has not been given reasonable opportunity, rather say, reasonable time to comply with the conditions of sending the letters of authorization as required by Annex, P/4.
Looking to the totality of the facts of the case, Issue notice to the respondents for final disposal.
Meanwhile, the respondents shall not finalize the re-verification of membership for recognition of services Association till further orders.

The issues related with seniority of former UDC’s after merger the LDC’s& UDC”s which are decided by te Hon’ble Kolkatta CAT O.A.No- 1148/2003 dtd. 16.8.2004 & Hyderabad CAT O.A. No- 701 /2006 Dtd. 24.11.2006 for Seniority Pay Protection against their Juniors are yet to be granted to the affected SBCO Staff of All Circles. Such cases are pending since long.
The Reference of this Association Even No. Dtd. 20.March 2009 to grant such benefit to the SBCO staff as PLI & SBCO staff of Kolkatta is yet pending at your end due to the reason of pending SLP on this issue which is not responded by the Department. You are requested to look into the matter as a natural justice & grant Seniority Benefit against their Juniors to SBCO Staff of all Circles as maximum cases are pending since long in all circles after 17.5.2000 order in the issue of Smt.R.Prabhadevi Vs Union Of India & others dtd 8th March 1988 , which is prior issue than implementation of TBOP/BCR to SBCO and in Postal Side not related with SBCO issue.
Hope that you will consider this issue in the interest of the SBCO staff by granting benefit of Seniority to the UDC’s & others.

You are requested to look into the matter as a natural justice & grant Seniority Benefit against their Juniors to SBCO Staff of all Circles as maximum cases are pending since long in all circles after 17.5.2000 order in the issue of Smt.R.Prabhadevi Vs Union Of India & others dtd 8th March 1988 , which is prior issue than implementation of TBOP/BCR to SBCO and in Postal Side not related with SBCO issue.
Hope that you will consider this issue in the interest of the SBCO staff by granting benefit of Seniority to the UDC’s & others.
