CADRE REVIEW OF S.B.C.O. STAFF
The saving bank control organization ,functioning under department of post having nature of work as internal audit and accounts as per provisions & approved control procedure by the finance ministry & postal board .This section is decentralized from audit & accounts in 1962-63 for the convenience of the local audit and attached to each H.O. The staff of SBCO having distinct cadre having more responsibility & technical job. The staff of SBCO is recruited by competitive exam. From open market& promotions through postal operative staff. The section is functioning as CUSTODIAN of government & public money. Thus the role of this section is exactly as audit & accounts and this section is working for finance ministry as internal audit and controlling over postal saving bank business as per procedure laid down by the ministry of finance.
The matter was pointed out to the 6th CPC and concerned ministry by this association vide ref. Even no. dated. 10/03/08 &20/03/08 and above references to consider this section for pay scales at par with staff belonging to the organized accounts department cadre staff as per ministry of finance order no. 6/82 /EIII/dated 28 Feb. 2003 by enhancing scales of account & audit staff W.E.F. 01-01-1996 notionally with actual benefit from 19-02-2003.
It is also pointed out to consider this issue in the light of the judgment vide kolkatta CAT O.A. no.793-8/2006. The case filed to consider this SBCO section to get pay structure as per audit & accounts staff. Hon’ble court has directed to the union to approach to the 6th C.P.C.
One important issue in this case through this section is performing audit and accounting function and under technical control of audit and accounts for its inspections and some of its HSG1 posts are controlled by audit and accounts staff JAO’s as in charge, this section was not considered for ACP Promotion in 1986 which was enjoyed by audit and accounts staff.
SBCO section has to accept time bond in 1991 and down graded at par with postal operative staff as PA[SBCO] denying its previous status as this staff was recruited by competitive examinations from outside and through postal operative staff as promotions in UDC cadre. Contrary the staff of Audit & Accounts & its equal status staff of IP/ASP’S upgraded in scales & status it can be cleared by the comparative chart attached for you ready reference.
One more issue in this regard is to consider that all benefits of TBOP/BCR are not given to this section. Through the SBCO official is senior most in office he cannot be office in charge as postmaster but his junior from postal side is working as postmaster. That is the staff is not consider for pay scales benefits & promotions as Audit & Accounts staff as well as it is not considered for benefit of senior most in the TBOP &BCR scheme in administration that is this staff is not given benefit of operative staff in promotion issues as PSS “B” group exam. Etc. & local promotions.
Considering its Audit & Accounting nature of work this SBCO section may be consider all benefits as pay structure at par with Audit & Accounts with higher post promotions in audit and accounts as JAO/AAO after HSGI through seniority. Its cadre must be reviewed accordingly at par with Audit &Accounts.
The latest development in this the 6th CPC report is accepted and according to the recommendations of 6th CPC report part II sec.3 [1] page 45 the scales referred to the office staff working in organizations out side the secretariat Para- 3.1.14 sr. no. 1 Head clerk/Astt./steno grade ii equivalent pre-revised scale 4500-7000 &5000-8000 are consider for revised scale 6500-10500 in PB-2 with grade pay 4200.
Vide Para 3.8.5 of 6th CPC the existing relativity between accounts post outside organized accounts cadres and ministerial posts will be maintained and the accounts staff belonging to unorganized cadres shall be enhanced the corresponding replacement pay band and grade pay.
As per SBCO control procedure SBCO staff ,this section is considered as ministerial staff working for finance ministry as internal auditing and checking organization so the pay scales granted for the audit and accounts staff cadre may be consider for the staff of SBCO to maintain their status.
Once this staff was having equal status with IPO’S /ASP’S &Audit & Accounts staff which can be shown by the comparative chart but this section staff is kept deprived in ACP promotion to audit and accounts staff in 1986& TBOP in 1983/BCR in 1991 to operative staff.
If not so this staff seniority must be considered in offices and senior official in office from SBCO must be considered for POSTMASTER promotion in administrative post with all benefits of TBOP/BCR seniority as operative staff including PSS GROUP ‘B’ promotion to SBCO staff . because all juniors are working as postmaster and even HSG I ,SBCO staff and there is no any provision to SBCO staff to work on higher posts in operative cadres as well as in audit and accounts. It may be considered.
Finally it is requested to consider ACP Promotion to SBCO staff at par with AUDIT&ACCOUNTS STAFF. It is also granted by the finance/ government for central employees after 10,20,&30 years service with pay structure at par with Audit & Accounts staff. Even notionally as in order dated 28 feb.2003 .
The federation has also requested /accepted for cadre review and accepted ACP scheme. This association is also ready to accept the scheme with modification as suggested above in the light of the Kolkatta CAT verdict in O/A NO. 793-8/2006 to get pay structure as per audit and accounts staff vide order no. 6/82/E III/dated 28th Feb.2003 attached h/w for your reference . considering situation as compared and explained in annexure 1 to4 attached h/w. the decision of ACP to SBCO may be taken.
Hope that you will consider this issue to grant ACP to SBCO at par with Audit &Accounts cadre staff suggested by the 6th CPC & accepted by the govt. This will AVOID THE INJUSTICE CAUSED TO THE SBCO STAFF SINCE 1981 in issue of Time Bound / BCR & for operative staff and ACP in 1986 to the Audit & Accounts staff.

DEPTT. OF POSTS ISSUED ORDER ON 04/09/2008
(1) Basic Pay in the revised Pay structure means the pay drawn in the Prescribed pay band Plus the applicable grade Pay. It does not include any other type of pay like special pay etc.
(2) Option shall be admissible to any employee appointed to a Post on or after 1.1.2006. He shall be allowed pay only in the revised pay structure. Option should be made within three months of the date of publication of the Notification. The option once exercised is final.
2. FIXATION OF INITIAL PAY IN THE REVISED PAY STRUCTURE
(i) The revised pay will be determined by multiplying the existing basic pay as on 1.1.2006 by a factor of 1.86 and rounding off the figure to the next multiple 10.
(ii) If two or more Consecutive stages bunched, for every two stages so bunched, benefit of one increment shall be given. For this, increment will be calculated on the pay only. Grade pay should not be taken into account for the purpose of granting increments to alleviate bunching.
(iii) For personal pay for promoting small family norms, the same has been replaced with corresponding allowance/pay in the revised pay structure.
(iv) For group D,
(a) The revised pay will be fixed initially in the 1-S pay band.
(b) Thereafter pay of those who Possess the revised minimum qualifications will be fixed in PB 1 w.e.f 1.1.2006 with grade pay Rs.1800/-
(c) The existing Group 'D's, who do not possess the revised minimum qualifications, would be retrained within six months. After retraining they will be placed in PB-1, w.e.f 1.1.2006 and arrears drawn. They will regain their seniority.
(d) Inter – se seniority will be maintained.
(v) For those on leave on 1.1.2006, he is entitled revised pay from 1.1.2006 or the date of option for the revised pay.
(vi) Under suspension, he shall continue to draw subsistence allowance based on the existing scale only. Revised pay will be subject to the final order on the pending disciplinary proceedings.
(vii)Stepping up of same stage to that of the junior in the revised pay band is applicable.
3. RATE OF INCREMENT
3% of the Pay & Grade pay which will be rounded off to the next multiple of Rs.10/-. The amount of increment will be added to the existing pay in the pay band.
4. DATE OF NEXT INCREMENT
There will be uniform annual increment viz. 1st July of every year. Employees completing six months and above in the revised pay structure as on 1st July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employee for whom the date of next increment was between 1st July 2006 to 1st January 2007,.
5. FIXATION OF PAY ON PROMOTION
One increment equal to 3% of the sum of the pay in the pay band and the existing grade pay will be computed and rounded off to the next multiple of 10. This will be added to the existing pay.
6. MODE OF PAYMENT OF ARREARS
The arrears shall be paid in cash in two instalments. The first instalment should be restricted to 40% of the total arrears. The remaining 60% should be paid during the next financial years. Arrears period is commencing from 1.1.2006 to 31.08.2008.

II. GIST OF GOVT ORDERS ON REVISION OF PENSION & ARREARS
(MOF No. 38/37/08-P & PW (A) dated. 1.9.2008)
(1) This order is applicable to all pre 2006 pensioners.
(2) The pension/family pension existing pre 2006 pensioners/family pensioners will be consolidated with effect from 1.1.2006 by adding together: -
(i) The existing pension/family pension.
(ii Dearness pension, where applicable.
(iii)Dearness Relief (i.e.) @ 24% of Basic Pension/Basic Family Pension plus dearness pension.
(iv)Fitment Weightage @ 40% of the existing pension/family pension.
The amount so arrived at will be regarded as consolidated pension/family pension with effect from 1.1.2006.
(3) The Revised pension, in no case, shall be lower than fifty percent of the minimum of the pay in the pay band plus the grade pay corresponding to the pre-revised pay scales from which the pensioner has retired.
(4) Since the consolidated pension will be inclusive of commuted portion of pension if any, the commuted portion will be deducted from the said amount white making monthly disbursements.
(5) The quantum of pension/family pension available to the old pensioners/family pensioners shall be increased as follows: -

(8) The consolidated pension as worked out shall be treated as final 'Basic Pension' with effect from 1.1.2006 and shall qualify for grant of Dearness relief sanctioned thereafter.
(9) 40% of the arrears of pension will be paid in the year 2008-09 and the remaining 60% in the year 2009-10

The Sweepers and Farashes working in Central Secretariat and allied offices performing split duties, where the break in between the shift is at least 2 hours and they have not been provided residential accommodation with in 1. K.M. of the office premises shall be entitled to split duty Allowance at the rate of Rs.200/- Per month.
(ii) This allowance will be increased by 25% whenever the Dearness Allowance payable on revised pay scale goes up by 50%.
(iii)These orders shall take effect from 1.9.2008.

(9)SPECIAL DUTY ALLOWANCE TO N. E. REGION
(i) The Allowance shall be admissible to the Central Government employees @12.5% of (the revised Basic pay & NPA) irrespective of whether the transfer (including on initial appointment) is from outside the North Eastern Region or from another area of that region. The existing condition that employees should have all India Transfer liability has also been dispensed with.

10. HARD AREA ALLOWANCE
(i) The employees posted in Nicobar Group of Islands and in Minicoy in Lakshadweep shall be paid Hard Area Allowance 25% of basic + NPA
(ii)In addition to Hard Area Allowance, the Island special duty Allowance shall also be admissible.
(iii)These orders shall take effect from 1.9.2008.

(i) The rate of Cycle (Maintenance) Allowance is revised from Rs.30/- to Rs. 60/- per month.
(ii) The rate of this allowance will be increased by 25% whenever the DA payable goes up by 50%

(15) CHILDREN EDUCATION ASSISTANCE & REIMBURSEMENT OF TUTION FEE
(i) CEA & RTF - Both will be merged and will henceforth be known as Children Education Allowance Scheme.
(ii) It can be availed up to a maximum of two children.
(iii) Applicable on education of school going children from classes' nursery to twelfth.
(iv) If a child fails in a particular class, the reimbursement of CEA shall not be stopped.
(v) Reimbursement for purchase of one set of text books and note books, two sets of uniforms and one set of school shoes which can be claimed for a child, in a year.
(vi) The Annual ceiling is Rs.12000.
(vii) Reimbursement can be claimed once in every quarter of the year.
(viii) If both the spouses are Government Servants, only one of them can avail reimbursement under CEA.
(ix) Hostel subsidy will be reimbursed up to the maximum limit of Rs.3000/- per month per child subject to a maximum of two children.
(x) Both Hostel subsidy & CEA cannot be availed concurrently.
In order to ensure simplicity in the reimbursement payment will be made on submission of original receipts on the basis of self-certification by the Government servant.
These orders shall be effective from 01.09.2008.

IV. RESOLUTION ON RETIREMENT BENEFITS
The following recommendations have been accepted by the Government vide its Resolution contained in Gazette Notification No. 38/37/08 - P & PW (A), dt. 29.08.2008.
1. Linkage of full pension with 33 year of qualified service should be dispensed with. Once an employee renders the minimum pensionable service of 20 years, pension should be paid at 50% of the average emoluments received during the past 10 months or the pay last drawn whichever is more beneficial to the retiring employee. This will be given with prospective effect.
2. The revised commutation table annexed in the report is accepted.
3. The revised commutation table will be only based for future commutation and will not be applied for the past commutations in respect of Post 31.12.2005 pensioners.
4. The maximum limit of Rs.3.5 lakhs on payment of gratuity shall be raised to Rs.10/- lakhs.
5. The dependency criteria for all purposes should be the minimum family pension along with Dearness relief thereon. This should be followed for family pension also.
6. Constant Attendant Allowance should be introduced to the disabled pensioner where the individual is completely dependent on somebody else for day-to-day functions.
7. The rates of ex gratia may be doubled and raised to Rs.10/- lakhs is case of death occurring due to accidents in the course of performance of duty whether attributable to acts of violence by terrorists, anti-social elements etc. or otherwise and Rs.15/- lakhs in case of death occurring due to enemy action in international war or border skirmishes or action against militants, terrorists, extremists in the border posts or on account of natural disasters, extreme weather condition while on duty in the specified high altitude, inaccessible border posts etc.
8. For the purposes of eligibility for family pension and other related benefits, the widowed daughters should also be placed in the first category.
9. The childless widow of a deceased Government servant should continue to be paid family pension even after her remarriage subject to the condition that her independent income should not exceed the prescribed limit.
The Government has not accepted the following recommendation of the Sixth CPC.
(i) Employees seeking voluntary retirement on completion of qualifying service equal or more than 15 years but less than 20 years should be paid one time lump sum retirement benefit equal to 80 months salary last drawn or average salary whichever is more beneficial to the retiring employee.

V. GIST OF MOF GAZETTE NOTIFICATION (NO1/1/2008 - IC DT. 29.08.08
RESOLUTION
(Government orders for the following approved items may be issued in due course.)
1. Three up gradations will be granted under Assured career progression scheme at 10, 20 and 30 years as per the modified ACP scheme recommended by the commission.
2. The Government has approved setting up of Anomalies committees to examine, individual. Post-specific anomalies. The Anomalies committees should endeavour to complete this work in one year.
3. Department specific recommendations which are not included in this resolution shall be processed by the concerned Department/Ministry.
4. Merger of dearness allowance with basic pay at any stage not recommended - This has been accepted by the Government.
5. Performance related incentive scheme - Detailed guidelines will be issued by the nodal ministry.
The Government has not accepted the following recommendations.
1. Liberal Severance package for those employees who want to leave service without pension with more than 15, but less than 20 years of service.
2. Recommendations relating to Holiday policy that there should only be three closed holidays for Government employees.
3. Flexi hours for women employees and flexi - weeks for employees with disabilities.
The Government will examine separately the recommendation of Bonus, OTA, GPF, Group insurance scheme, Health Insurance scheme & others.

The Ministry of Finance has issued orders for implementation of Sixth CPC recommendations, fixation of pay & payment of arrears etc. vide its OM No. F. No. 1/1/2008 - IC & 30.08.2008..
1. Bills may be drawn separately in respect of arrears of pay & allowances from 01.01.2006 to 31.08.2008. 40% arrears may be paid as first instalment.
2. Arrears claim may be paid without pre-check of the fixation of pay. This is not available for those dismissed, resigned, discharged, retired etc. after the date of implementation of Sixth CPC.
3. Over Payment if any might have to be recovered subsequently. Hence while disbursing arrears, an undertaking may be obtained in writing from every employee.
4. Income Tax due may also be deducted while payment of arrears.
5. If a Government servant wishes to deposit his arrears in GPF, this may be permitted.

Govt. Cabinet approved recomendations of 6Th CPC for pensionrs with other recommendations. Salient featurs about benefit to the pensioners as -
1) 40 % enhancement to Central Govt. in their pension.
2) Full Pension after 20 years service i/o 33 with all benefits.
3) Enhancement of Gratuaty amount up to Rs. 10 Lakh & exumption of Surrender Leave amount from this limit.
4) 20 % Extra Pension over 80 years to the Pensioner.
5) 30 % Extra pension over 85 years to the pensioner.
6) 100 % Extra pension over 100 years to the pensionr.
This will create extra burdon over Govt. Yearly Of Rs. 29900 /- crores with 1400Crores increase in every year.The benefit of this will be given to38 crores 4 lakh retired employees.

Wish You all Happy Comming Ganesh Festival .Dassera & Dipavali. It is great pleasure to all of us as Govt. has accepted the 6th CPC recommendations with additional benefit to the Central Employees with some changes. 6th CPC has recommended 174 % however Govt. has enhanced it up to 186 % of the basic as on 1.1.2006
The news regarding these changes in basic pay was highlighted by this association in its association ‘s Blog (website- www.ipsbcostaff.blogspot.com) dtd. 17th July 2008 by the undersigned with possible changes in report. Also it was published on 29 July 2008 that final announcement will be on 15th Aug.2008 by the Hon’ble Prime Minister Shri. Manmohan Singh in the blog by the undersigned. Even Revised Pay chart is published accordingly.
According to the above Govt. has accepted the 6thCPC report in the Cabinet meeting dtd. 14th Aug.2008 and announced by the Prime Minister on 15th Aug.2008. The details will be available soon by the concerned Ministries.
Highlights of the 6Th CPC Approved.:- salient features.
1) Revised Pay Formula:- Basic as on 1.1.2006 x 1. 86 + Grade Pay
2) Revised Pay Scales will be implemented w.e.f. 1.1.2006 Revised rates of allowances will be effected from 1st Sept. 2008.
3) New system of 4 Pay Bands (Scales) with 20 Grade pay recommended by 6th CPC.
4) Enhancement in the fitment in revised pay bands which was recommended by the 6th CPC to be based on multiplication factor of 1.74 to 1.86. This would result in increase emoluments of the Govt. employees.
5) Minimum basic pay for group D increased to Rs. 7000 /- i/o 6660/- so that minimum pay of group D will be more than 10000/- including other allowances.
6) Increase in rate of annual increment from 2.5 % to 3 %.
7) Removal of campus restriction for grant of Transport allowance.
8) Increase of transport allowance to Rs. 600/-( from 400 in A-1 /A class cities recommended by 6th CPC) and Rs. 400/-(from Rs. 300/- in other cities recommended by 6th CPC)
9) Three Promotions have been assured to Civilians ( Govt. Employees) after 10 , 20 . & 30 years completion of service. In case of Defence it is for 8 , 16 & 24 years.
10) Tuition Fee @ Rs. 1000 /- P.M. & Hostel Boarding Charges @ Rs.3000 /- P.M.
11) The arrears of Pay from 1.1.2006 will be paid in Cash in TWO installments as –(i) First installment of 40 % will be paid during the current year (2008-09) & (ii) Second installment of 60% will be paid in next financial year (2009-2010).

Implementation of 6th CPC Govt Decesion

Details about 6th Pay Commission
The Union Cabinet has given its approval for implementation of the recommendations of the Sixth Central Pay Commission. The revised pay scales will come into effect from 1/1/2006 and revised rates of allowances from 1/9/2008. The Cabinet has also decided that arrears will be paid in cash in two instalments – first instalment of 40% during the current year (2008-09) and the remaining 60% in the next financial year (2009-10).

Salient features of 6th Pay Commission
2. The Cabinet has broadly accepted the recommendations of Sixth CPC with some modifications in the wake of representations received from various sections/Associations of Central Government employees. The new system of four Pay Bands with 20 Grade Pays recommended by the Commission has been accepted with some minor modifications.
3. The minimum Basic Pay for a Government servant has been increased to Rs.7000 from Rs.6660 recommended by the Sixth CPC. Consequently, the total emoluments of an employee at the lowest level will exceed Rs.10,000 p.m., including allowances.
4. The other highlights of the Cabinet decision covering all Government employees including the Defence Forces are:-
(i) Enhancement in the fitment in revised pay bands, which was recommended by the Sixth CPC to be based on multiplication factor of 1.74 to 1.86. This would result in increased emoluments for Government employees.
(ii) Increase in the rate of annual increment from 2.5% to 3%.
(iii) Removal of Campus restriction for grant of Transport Allowance.
iv) Increase in Transport Allowance at the lowest level to Rs.600 (from Rs.400 in A-1/A class cities recommended by the Sixth CPC) and Rs.400 (from Rs.300 in other cities recommended by the Sixth CPC).
(v) At least three promotions have been assured for all Defence Forces’ personnel and civilian employees under the modified Assured Career Progression (ACP) Scheme. While the civilians would get it after 10, 20 and 30 years of service, the Defence Forces Jawans would get ACP in 8, 16 and 24 years.
5. For the Armed Forces personnel, the Commission, for the first time recommended a Military Service Pay (MSP). The Cabinet has increased the rate of MSP for PBORs to Rs.2000 from Rs.1000 recommended by the Commission. The Officers of the Defence Forces would get an MSP of Rs.6000 over and above their Pay.
6. The middle level officers of the Defence Forces namely Colonels and Brigadiers have been placed in the highest Pay Band of PB-4.
7. Senior Lt. Generals overlooked for promotion as Army Commanders due to lack of residual service would now get the grade of Army Commander (Secretary’s grade). In the case of existing Major Generals/Lt. Generals, MSP will be taken into account notionally for fixation of pay on 1/1/2006.
8. As replacement of the pay scale of Rs.24050-26000, a separate pay scale has been carved for DGPs, PCCFs, GM (Railways), members of the Boards of Income Tax, Customs & Central Excise, Postal and Ordnance Factories, among others, who were in this pre-revised scale. This would take them to the level of Rs.80000 in two years as against three years in the pre-revised scale.
9. Further, the IPS Pay Rules and the Indian Forest Service Pay Rules will be appropriately modified to provide in each State cadre one post of DGP and one post of PCCF at the apex level of Rs.80000 for heading their respective Forces.
10. Middle level Police and Civilian officers i.e. DIGs, Conservator of Forests, Scientists E & F, Superintending Engineers, Directors, Additional Commissioners of Income Tax and Central Excise and posts in equivalent grades have also been placed in PB-4.
11. Other salient decisions taken by the Cabinet are:-
(i) The lower limits of Disability Pension for Defence personnel to be doubled from Rs.1550 to Rs.3100. War Disability Pension to be granted at 60%;
(ii) The rates of Special Forces Allowance for Army and Air Force to be equated with navy’s Marine Commando Allowance;
(iii) For the officers of Central Para Military Forces, all the posts of Additional DIG upgraded to DIG level by the Pay Commission to continue to be manned by the cadre officers of CPMFs;
(iv) For the Railway employees who are in receipt of Running Allowance, this allowance will be taken into account while fixing their pay in revised pay bands;
(v) Government has continued the present position of granting Group A scale to Group B officers after 4 years of service and these officers would be placed in PB-3 instead of PB-2 recommended by the Sixth CPC. This would benefit Group B officers of the Railways, Accounts Services, CSS, CSSS and DANICS & DANIPS.
(vi) For Doctors, the Cabinet has approved promotions under the Dynamic ACP Scheme upto Senior Administrative Grade (Joint Secretary level) for Doctors with 20 years of service. Counting of Dearness Allowance (DA) on Non-Practicing Allowance (NPA) as on 01.01.2006 for fixing their pay in revised pay bands has also been approved;
(vii) For the scientists, continuation of the existing system of grant of Special Pay of Rs.2000 p.m. to Scientists G on promotion and doubling of the amount to Rs.4000 p.m. in Departments of Space and Atomic Energy and Defence Research & Development Organisation (DRDO) has been recommended.
12. The financial implications in 2008-09 on account of the implementation of the recommendations of the Sixth Central Pay Commission as modified by the Cabinet will be around Rs.15700 crore on the Central Budget and Rs.6400 crore on the Railway Budget.

CABINET APPROVAL FOR 6 th CPC TODAY
The UPA Government on Thursday announced an average increase of 21 per cent in salaries of over 50 lakh government employees with effect from 1st January, 2006, adopting the Sixth Pay Commission recommendations.
The wage hike would increase the financial implication for the Centre by Rs 17,798 crore annually and the arrears with effect from January 2006 would cost Rs 29,373 crore, Information and Broadcasting Minister P R Dasmunsi told reporters after the Cabinet meeting.
The government increased the minimum entry level salary of a government employee to Rs 7,000 against Rs 6,660 recommended by the Commission headed by Justice B N Srikrishna who submitted the report in March this year.
Consequently, it would push up the total emoluments of an employee at the lowest level beyond Rs 10,000 per month including allowances.
It also increased the rate of annual increment from 2.5 per cent to 3 per cent.
In the defence sector, it approved at least three assured promotions for all defence forces personnel and civilian employees under the modified Assured Career Progression scheme.
While civilians would get this after 10, 20 and 30 years of service, defence forces jawans would be promoted under ACP after 8, 16 and 24 years.
The hiked salary would be given to the employees beginning September this year and the arrears from January 2006 would be given in cash in two installments - 40 per cent this fiscal and 60 per cent in 2009-10.
The financial implication of Pay Commission on the General Budget would be Rs 15,717 crore and Rs 6414 crore on Railway Budget in 2008-09.
The government's present salary bill is over Rs 70,000 crore and the pension bill is over Rs 30,000 crore.
Finance Minister P Chidambaram said the budget deficit target would be adhered to, despite the implementation of the Pay Commission recommendations.
The government for the first time approved Military Service Pay for armed forces personnel, under which officers would get Rs 6,000 over and above their pay per month.
The lowest limit of disability pension for defence personnel would be doubled to Rs 3100 a month.

6th cpc soon
The Department of Personnel & Training (DoPT) is working overtime to ensure that the recommendations of the Sixth Pay Commission are deliberated and approved by the Cabinet on Thursday so that the Prime Minister could announce it on Independence Day.
Sources said that DoPT officials were readying the note for the Cabinet which would retain the Commission’s recommendation of an average 25 per cent increase in the basic pay of the Central government employees, including the armed forces.
However, there would be minor changes from the panel’s advisory with the proposal to introduce the raise from January 2007, as is being pushed by Finance Minister P Chidambaram, instead of January 2006 suggested by the panel.
The wage hike would be available in hard currency from April 2008 with past dues—or arrears—parked in the general Provident Fund to be provided as pension after retirement.
The aim of this exercise is to limit the outgo this year to Rs 12,500 crore, or else Chidambaram would have to shell out Rs 30,000 crore in one go, said sources.
The proposal would also incorporate the wish of the armed forces to improve the emoluments for jawans posted at frontiers by doubling the military special pay to Rs 2,000 per month.
The Indian Police Service and Indian Forest Service would get relief with the abolition of the Deputy Inspector General scale as this position was getting to become a resting place for them thereby delaying their promotion.
There is no mention of the retirement age being raised to 62 years from current 60 years as has been frequently reported in the media, said sources.
The ball was set rolling last Thursday when the Principal Secretary to the PM, TKA Nair, was shown a presentation on the Committee of Secretaries’ approvals on Pay Commission recommendations.
The timing matches with the likely monsoon session of Parliament in September when the Finance Ministry would have to move for a supplementary demand for grant to fund the wage bill.
Defence Minister A K Antony is meeting Prime Minister Manmohan Singh on Wednesday to take a final decision on the pay hike revision for the armed forces. The meeting, which will also be attended by the Finance Minister, will take a final call on salaries for the armed forces who have expressed their dissatisfaction with the Sixth Pay Commission Report.
Sources said while the main change would be doubling of the Military Service Pay (MSP) for soldiers to Rs 2,000 per month, the pay structure of officers will not be changed much. However, allowances for Lt Gen rank officers posted at Service Headquarters are expected to be increased and brought at par with Commander in Chiefs posted across the country.
Ministry sources said that Antony would also be pitching for an increase in pay over and above the recommendations of the Committee of Secretaries before the PM. The minister is expected to push for an MSP of Rs 3,000 for soldiers due to the hardships faced by them.

The sources from NDTV says it will take some more time to implement the sixth pay commission. The contradictions between defence and finance ministry was quoted as the reason. The Hounourable FM or PM atleast quote atleast few lines on pay commission while going through nuclear deal. There is a great deal of resentment over the recommendations of the sixth Pay mmission amongst the Postal Employees. The 5th CPC had recognized the skills of the Postal Assistants and recommended higher scale of pay than the other Group ‘C’ employees of other Central Government establishments. Now, the various types of new works other than that of Post Office work are introduced which also requires highly skilled performance. However, the 6th CPC had not recognized this aspect and rescribed same pay band for the Postmen and Postal Assistants and only the Grade Pay has been increased to Rs.400/-to P.As. This has caused irksome to Postal Assistants and hence needs modification. The Grade Pay should be of Rs.2800 for P.As instead of Rs.2400. The gross injustice done to the TBOP cadre, though admitted in the evidence stage, the anomaly was not set right.The Pay Commission has also not recognized the heavy responsibility shouldered by LSG Supervisors and did not recommend higher pay band. This is totally unjustified and unacceptable.Now the LSG is a Circle Cadre and many have to go to outstation and maintain two establishments. If the LSG Scale is not in commensurate with the esponsibilities they shoulder, many will decline to work in norm based LSG posts. The officials are justified in declining LSG promotion since they are not financially benefited to shoulder additional higher responsibilities. Further, the Department had already filed a SLP in the Supreme Court against the judgment of the Madras High Court and pleading that TBOP and BCR are only financial up gradation and not promotion. No body could predict the outcome of the Supreme Court case and when the final judgment would be pronounced. Therefore, now there is an urgent need that we should negotiate with the Govt. and the department to get higher scale of pay to the norm based LSG cadre. If we miss the bus, we have to wait for the next pay commission. We had lost already 10 years to get enhanced pay scale for TBOP/BCR cadres. Now, in middle class families mostly husband and wife are employed and ransfer is a liability since many have already settled in their respective towns/cities and constructed houses on getting loan from the department and banks.Hence the LSG Pay needs modification. We demand pre revised scale of pay of Rs.5000-150-8000 to LSG grade now. As stressed in the Pay Commission memorandum, there can be only one HSG cadre instead of 2 (HSG II & HSG-I). If there is one HSG cadre with a decent pay scale, the officials can go for some time to out stations on promotion till they can get vacancies in their towns/cities and the HSG scale can be pre revised scale of Rs.7450-225-11500.The 6th CPC had also done injustice to PO & RMS Accountants by simply doubling the present special allowance of Rs.180 to Rs. 360. Majority of the officials will not become eligible to get the allowance once they become eligible for up gradation of pay in TBOP. The Special Allowance should be treated as special pay and should be paid to all PO & RMS Accountants irrespective of their grade in TBOP/BCR and the special pay should be taken for fixation when they are promoted to LSG cadre.The 6th CPC’s contention that higher Pay Scales for System Administrators and Marketing Executives is not justified is unacceptable to us. We may demand pre revised scale of pay of Rs.5000-150-8000 to these officials and should be treated as separate cadre. The next promotional avenue for these cadres should be in HSG, Group‘B’ and Group ‘A’. The department can promote them to Group ‘B’ after conducting an examination or the department can prescribe some specific qualifications and allow these officials sufficient time to acquire themAs far as the basic structure of pay scale of CG employees is concerned, the Grade Pay should be raised by Rs.2000/- to all cadres up to Group B to set right the anomalies. The annual increment should be 4% to avoid derogation of emoluments compared to the future cost of living. All the new recommendations made by the Pay Commission should be discussed with the Staff Side JCM before implementation.The recommendation that annual increment be at 2.5% per annum and date of effect should be from 1st July every year, is totally unjustified we may demand increment at 4% per annum and the same should be drawn after completion of one year of service as in existence at present.The sixth pay commission has not recommended that merger of DA with basic pay at any stage. This is unacceptable. The present arrangement should continue.The Sixth Pay Commission salaries at the top have gone much more and bleak as you go down and down.We do not wish to express our opinion on other subjects, as we are awaiting the reactions of the Leaders of the other concerned Unions and as well as Leaders of the JCM.We urge the Government and the Department of Posts to rectify these anomalies or otherwise the employees will be pushed to launch trade union agitations including industrial strike to achieve these genuine reasonable demands.

All entries, “good” or “bad” made by a superior in the annual confidential report (ACR) of a government employee must be communicated to him or her, the Supreme Court held on Monday (12.5.08). The Bench, of Justice H.K.Sema and Justice Markandya Katju rejected the Center’s contention that only an adverse entry had to be made known.Writing the judgment, Justice Katju said non-communication of an entry “is arbitrary’ because it deprived the employee of an opportunity of making a representation and praying for its upgrade. ‘Moreover, the object of writing the confidential report and making entries in them is to give an opportunity to a public servant to improve his performance.”“Fairness and transparency in public administration require that all entries (whether poor, fair, average, good or very good) in the ACRof a public servant, whether in civil, judicial, police or other service (except the military) must be communicated to him (or her) within a reasonable period so that he (or she) can make a representation for its up gradation,” the Bench said.This would apply to an employee under the State or its instrumentality.“If we hold that only a ‘poor’ entry is to be communicated, the consequences may be that persons getting ‘fair’ ‘average’ or ‘good’ entries will not be able to make a representation for their upgrade and this subsequently adversely affect their chances or promotion (or get some other benefit),” the Bench said.It held that if the September 10, 1987, Office Memorandum was interpreted to mean that only adverse entries (i.e., ‘poor’) needed to be communicated it would become arbitrary and illegal.
Morale boosterThe Court made it clear that even an ‘outstanding’ entry should be communicated since that would boost the morale of the employee and make him /her work harder.Once a representation was made against an entry, the authority concerned must make a fair decision within a reasonable period. “We also hold that the representation must be decided by an authority higher than the one who gave the entry, otherwise the likelihood is that the representation will be summarily rejected without adequate consideration as it would be a n appeal from Caesar to Caesar,” the Bench said.“All this would be conducive to fairness and transparency in public administration and would result in fairness to public servants. The state must be a model employer, and must act fairly towards its employees. Only then would good governance be possible.”In the instant case, Dev Dutt, working in the Border Roads Engineering Service, was not considered for promotion as Superintending Engineer as he did not have the benchmark of “very good” entry; he got only a ‘good ‘entry for 1993-94. His petition before the Gauhati High Court that this was not communicated to him was dismissed.Allowing his appeal against that judgment, the Bench said though he had retired, the ‘good’ entry must be communicated to Mr. Dutt and if an upgrade was allowed, he should be considered for promotion retrospectively. If promoted, he would be entitled to all consequential benefits with eight per cent interest a year.

Pay commission report: Change in work practices required
The introduction of performance related incentive scheme (PRIS) in the Sixth Central Pay Commission(CPC) Report is to be welcomed. However, its implementation presents challenges that need careful consideration. Moving from an annual bonus system, which is more gratia than a reward for performance, to a strictly monitored system of measuring performance has less to do with policy changes and more with changes in the mindset of employees across hierarchies.
The pay commission report has covered almost all aspects of introducing such a scheme from using SMART goals, developing an objective score card based performance management system, leveraging ICT and MIS and a focus on building the corpus through internal savings resulting from process improvement. However, the aspect that will need most attention is the on-the-ground implementation of a system that is not only easily understood and acceptable but supported by other related initiatives that guarantee its success and sustainability.
A change in work practices will be required. Building a system which discourages inefficient use of time and rewards high productivity, would need to be supported by adequate communication of what constitutes performance. Overtime, for example, is more a norm than an exception — a component of compensation that proves highly lucrative for most employees. On the one hand internal communication, messages, workshops that demonstrate the benefits of productivity need to be introduced. On the other, strong and smart planning processes needs to be put in place to drive a culture that appreciates work life balance, encourages achievement of more in less time and looks down on inefficient practices such as regular use of overtime.
'Measurable indicators' relevant to job holders would need to be defined. While performance for the government employees goes beyond profit to include social goals, the challenge is to determine the extent to which the achievement of these goals is controlled by the employee being measured and rewarded. For example, how can a reduction of crime rate or reduction in infant mortality rate be attributed to the performance of an individual?
A further exercise of cascading these end outcomes to actual measurable goals within the purview of the individual employed is necessary to make the measurable indicators relevant. The stated performance objectives at the macro level need to be broken down and contextualised to the actual job at hand for an individual employee, to ensure performance can be predicted and controlled.
While this can be easily achieved for roles primarily into execution, there are roles at the higher echelons that focus on work like policy making. What parameters would be used to define the outcomes of these roles and how would they be measured? Another dimension would be those working in functions like quality, finance, personnel and administration, where outcomes may not be easily seen. The key challenge anticipated in these jobs is in identifying 'measurable indicators'.
And then there is the voice of the citizen. Measurement of performance of government officials who serve citizens cannot be limited to internal parameters only. Mechanisms to capture public feedback need to be introduced and relevant inputs need to be considered in measuring performance. The CPC report does propound the multiple assessor concept and makes a reference to the Sevottam model. However, since most of this feedback would be based on perception, the challenge would be to define the parameters to make them measurable.
The existing performance measurement system (or the lack of it) revolves around confidential reports (CRs) that are used mostly for career growth programmes – and not for measuring performance. If these CRs are to be replaced by balanced score card-based PMS having SMART goals, adequate sensitisation and training of all involved in the process is necessary. More often than not a well-developed system does not meet its objectives because the end users are unable to leverage its benefits. The goal setting activity, for example, cannot be top down. It needs to be mutually decided in an open discussion, include realistic and achievable goals, accepted by all involved with mid course corrections to ensure that individuals are not demotivated with excessively stretched goals or given too soft targets.

Vide DTE no.- 13/4/07 SR dated 26TH MARCH2008 process is started. We have to submit maximum membership in the prescribed declaration forms to DDO`S / P.M. / SR.P.M.s within 10th of june2008. This time we have to choose only “Indian Postal SBCO Staff Association” membership to maintain our status as superior position in Post Bank of India proposal / to get audit status which is in process through only this association. Only this association has all India policy to protect SBCO staff with its identity & better future for SBCO staff as one of the federal association. It is involved in 6th pay commission for first time and put up our proposal in two/three meetings with 6th CPC. For our all proposal NFPE has apposed & tried every time to abolish SBCO or to control over SBCO staff by avoiding its superiority. It must be noted, because this time even NFPE has submitted its SBCO union as ”all India postal SBCO employees association” [NFPE] to cover SBCO membership of its own. NFPE has never supported SBCO issues since TBOP/BCR/HSGI, pay status etc. but every time we have to face its policy to get succeed. Even after its future & identity. This time NFPE through this association is trying to misguide SBCO staff by its resembled name with AISBCE union one recognized union. It has no any all India status only on paper as recognized. In all issues TBOP/BCR/HSG1, 6TH CPC, to protect SBCO staff in fraud cases, suspension cases, transfer issues etc. it is nowhere. So we have to choose only INDIAN POSTAL SBCO STAFF ASSOCIATION as our association to fill up membership forms.
Suppose it is struggle for our survival. If we win we will survive if failed we will be lost. So be ready for mission of our survival through recognition for our achievement in our goal/ target. Best luck to all of you for this mission. We hope you will prepare yourselves for this battle.

This is taken up to nearest multiple of ten – revised basic pay of 1/1/2006-12810/- on which 2.5%= 320/- increment on 1/7/2006 only 12810+320=13130 basic for 1/7/2006 with 5% from 1/1/2007=11%D.A. FROM 1/7/2007 INCREMENT @of 2.5 % on 13130/- as 328 & D.A. 17%, FROM 1/1/2008 D.A.@ of 23% will counted.
HRA30/20/10 % AS APPLICABLE .CCA & TRANSPORT allowance added to effect 4 times at present. DA will be granted on it as applicable on basic. Difference of pay will be granted in two installments.
